		<description>First off, the case you describe did not specifically allow for interstate shipping. It merely stated that there could be no discrimination between instate and interstate shipping… ALL OR NOTHING!
The 21st Repeal amendment said that states could regulate the sale and distribution of alcoholic beverages within their borders. What about shipping wine into a “dry county”? Without the 21st Repeal amendment … we’re back to the “Untouchable” days… Is that what your bunch is looking to accomplish?  Who collects taxes? Who monitors underage drinkin? The local retailer that you are attempting to destry is the backbone of the local economy and has a license to lose if he vilolates the law..... Will Fedex or UPS lose? Work a while in the industry before you attempt to change it.</description>

Therefore, &quot;outside the labor force&quot; means you are not actively looking for work but you are still unemployed. The point the George Mason University study I cited was making is that stimulus spending did little to move the unemployment rate because most of those employed through stimulus projects either already had a job or were not included in the official unemployment statistics.</description>
